One rate per country, charged per delivered code
A WhatsApp OTP is an authentication template: a message with a one-time code, sent from a template Meta has approved in the authentication category. Meta charges for each one delivered, at the authentication rate of the country of the number you send it to. It doesn't matter where your business is, with one exception below.
On Meta's rate card effective 1 October 2026, that rate runs from $0.0008 (Colombia) to $0.055 (Germany). In most markets it's the same as the utility rate and far below the marketing rate. Authentication rates also drop in volume tiers once you send enough in a month to one market.
Codes are not free inside the 24-hour customer service window: an authentication template is charged wherever it's sent.

When you pay the authentication-international rate
In 18 markets Meta has a second, higher OTP rate for businesses based outside the country that Meta determines are eligible for it. A local bank in Indonesia sending codes to Indonesian numbers pays $0.025; an eligible app based abroad sending the same codes pays $0.136.
If you send codes to users in several countries from one business, check each market you send to: the international rate can be many times the normal one.

How to keep OTP costs down
Codes are a fixed cost per login or signup, but a few choices change how many you pay for:

Only send a code when it's needed. remember trusted devices so returning users aren't asked every time.

Use the authentication category for codes. Marketing templates cost more in almost every market.

Avoid providers that add a fee to every message. On codes, a fee can be bigger than Meta's own rate.

Watch the international rate if you send codes abroad: it can be many times the normal rate.

Keep follow-up help inside the 24-hour window: replies there are free for the first 1,000 per number a month.
