In the UAE, WhatsApp is where customers ask about a flat, book a salon slot or chase a delivery. Once a business gets more chats than one phone can handle, it moves to the WhatsApp Business API. This guide is for businesses in Dubai, Abu Dhabi and the rest of the Emirates: what the API does, what Meta charges for UAE numbers today, the local rules on marketing messages, and how to get set up.
The short answer
- The API lets your whole team answer from one number, send updates and campaigns to opted-in customers, and automate replies. You need a provider (a Meta partner) to use it.
- Meta charges per delivered message to UAE (+971) numbers: $0.0576 for marketing and $0.0157 for utility, authentication and service, effective 1 October 2026. The first 1,000 service replies per number each month are free.
- Marketing needs consent. The UAE's data protection law and its 2024 telemarketing rules both expect opt-in before you market to someone, plus an easy way out.
- Plan on chat, not calls. WhatsApp voice and video calls are generally blocked on UAE networks; messages, voice notes and media work normally.
What UAE businesses use it for
Leads from property portals, ads and Instagram
Real estate, car rentals, clinics and training institutes get most of their leads as WhatsApp chats. A click-to-WhatsApp ad on Facebook or Instagram makes every message in the next 72 hours free, and an automatic first reply can ask the budget, area or service before handing the lead to an agent. Assign each lead to one agent, so no customer gets two replies or none.
Order, delivery and booking updates
Online stores, restaurants and service businesses send order confirmations, delivery updates and appointment reminders as utility messages. At $0.0157 each, they cost about a quarter of a marketing message.
Arabic and English
You can submit each template in English and in Arabic, and send customers the language they prefer. WhatsApp shows Arabic templates right to left on the customer's phone.
Offers and campaigns
Ramadan and Eid offers, the Dubai Shopping Festival, new collections and new listings are marketing messages, sent to customers who agreed to hear from you.
One number for the whole team
With a shared inbox, sales and support answer from the business's one WhatsApp number, with chats assigned, internal notes and up to 5 team members on Mywa's plan.
What it costs in the UAE
Meta's rates for messages to UAE (+971) numbers, effective 1 October 2026, before VAT:
| Message | Example | Meta's rate | Per 1,000 |
|---|---|---|---|
| Marketing | Offers, new listings, campaign announcements | $0.0576 | $57.60 |
| Utility | Order, delivery and booking updates | $0.0157 | $15.70 |
| Authentication | One-time passwords | $0.0157 | $15.70 |
| Service | Replies within 24 hours of a customer's message | First 1,000 a month free, then $0.0157 | $15.70 |
Meta raised the UAE's marketing rate on 1 October 2026, and from the same date it charges for service replies after the first 1,000 per phone number each month. Messages customers send you are always free. Meta also publishes its rate card in AED; the market is set by your customer's number, so a UAE business messaging customers in India or the UK pays those countries' rates.
A worked example. A Dubai online store sends 4,000 marketing messages, 3,000 order and delivery updates, 500 login codes and 3,000 replies in a month:
| What | Messages | Cost |
|---|---|---|
| Marketing | 4,000 | $230.40 |
| Order and delivery updates (utility) | 3,000 | $47.10 |
| Login codes (authentication) | 500 | $7.85 |
| Replies (1,000 free, 2,000 charged) | 3,000 | $31.40 |
| Paid to Meta | $316.75 | |
| Mywa subscription | $14.99 | |
| Total | $331.74 a month, before VAT |
Marketing is 73% of the Meta bill. The fastest way to lower it is to send updates as utility, run click-to-WhatsApp ads (whose chats are free for 72 hours), and send campaigns to smaller, better-targeted lists. Try your own numbers in the UAE WhatsApp API pricing calculator.
Based outside the UAE? You pay the same UAE rates when you message +971 numbers, with one exception: if Meta finds you eligible, OTPs to UAE numbers cost an authentication-international rate of $0.051. See rates in every country.
The rules for marketing messages in the UAE
This isn't legal advice, but every UAE business should know these before sending campaigns.
Meta's WhatsApp Business Messaging Policy requires opt-in: you can only message people who gave you their number and agreed to hear from you on WhatsApp, and you must respect requests to stop, on or off WhatsApp.
The UAE telemarketing rules (Cabinet Resolutions No. 56 and 57 of 2024), in force since August 2024, apply to every company in the UAE, free zones included. Law firms read them as covering marketing messages on social media apps as well as calls, so treat WhatsApp campaigns as in scope:
- Get the customer's consent before marketing to them.
- Market only between 9 am and 6 pm.
- Don't market to numbers on the national Do Not Call Register (DNCR). Fines for contacting DNCR numbers start at AED 50,000.
The UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) makes consent the basis for using personal data for marketing, and requires a way to withdraw it. Businesses in the DIFC and ADGM follow their own data protection laws instead.
In practice: collect opt-in at checkout, in your ad's instant form or in the first chat; schedule campaigns inside business hours; and make "reply STOP to opt out" work.
How to set it up with Mywa
- Prepare your business details. Meta verifies the business behind the number, so have your business documents (such as your trade licence) and website ready. If you already use a WhatsApp Business app number, it can stay on the app with coexistence.
- Connect your number through Meta's Embedded Signup inside Mywa. It takes a few minutes. See how to connect a number to the WhatsApp Business API.
- Create your templates in English and Arabic: order updates and reminders as utility, offers as marketing. Submit them to Meta from inside Mywa. The template checker helps you pick the right category.
- Set business hours and quiet hours so automated messages wait for the morning, and campaigns go out inside the 9 am to 6 pm window.
- Automate the first reply to ad and Instagram leads, ask a qualifying question, and assign the chat to an agent.
Mywa is $14.99 a month (or $149 a year) plus local taxes, with every feature and 5 team members included. Meta bills the message charges directly to your own WhatsApp Business Account at its official rates, with no markup from Mywa. See Mywa pricing.
The bottom line
For UAE businesses, the WhatsApp Business API turns one busy phone into a team inbox with automation, for $0.0157 per update and $0.0576 per marketing message at Meta's rates. Get consent, keep campaigns inside 9 am to 6 pm and off DNCR numbers, use Arabic where your customers prefer it, and plan on chat rather than WhatsApp calls.
