Every new WhatsApp Business API account hits the same wall: you can only start conversations with 250 customers a day. If you want to send a campaign to 3,000 people, that limit is the first thing in your way. This guide explains what the WhatsApp messaging limit actually counts, how to increase it from 250 to 2,000, and how to keep climbing to 10,000, 100,000 and unlimited.
One thing up front, because a lot of advice online gets it wrong: verifying your business is one way to reach 2,000, not the only way. And above 2,000, verification doesn't help at all. Meta raises the limit based on the quality of your messages and how much of your current limit you use.
What the WhatsApp messaging limit actually counts
The limit is the maximum number of unique customers your business can message outside a customer service window in a moving 24-hour period.
Three parts of that sentence matter:
- Unique customers, not messages. Sending five messages to the same customer counts once.
- Outside a customer service window. When a customer messages you, a 24-hour service window opens, and your replies inside it don't count toward the limit. The limit only applies to conversations you start with a template message, such as campaigns, reminders and re-engagement.
- A moving 24 hours. It isn't reset at midnight. It's always the last 24 hours, counted back from now.
So the limit never stops you from answering customers. It only caps how many people you can reach first in a day.
It's set per business portfolio, not per number
Since 7 October 2025, Meta sets the messaging limit at the business portfolio level, the account in Meta Business Suite that owns your WhatsApp numbers. Every number in the portfolio shares one limit. A new number you add doesn't get its own 250. It draws from the portfolio's allowance, so one busy number can use it all up.
The WhatsApp messaging limit tiers
| Tier | Unique customers per 24 hours | How you reach it |
|---|---|---|
| Starting limit | 250 | Every new business portfolio starts here |
| Tier 1 | 2,000 | Verify your business, or send 2,000 good-quality messages in 30 days |
| Tier 2 | 10,000 | Automatic: good quality and enough usage |
| Tier 3 | 100,000 | Automatic: good quality and enough usage |
| Unlimited | No daily cap | Automatic: good quality and enough usage |
About the "100K after verification" reports. You may read that Meta is removing the 2,000 and 10,000 tiers in 2026 and moving verified businesses straight to 100,000. As of 12 October 2026, Meta's messaging limits documentation still lists the five tiers above, so that's what this guide follows. Your real limit is always shown in WhatsApp Manager, and in Mywa's WhatsApp settings.
How to increase your WhatsApp limit from 250 to 2,000
Meta gives you three ways to qualify for 2,000. You only need one of them.
Route 1: Verify your business with Meta
Business verification is free. You submit your business's legal name, address and a document that proves it, in Meta Business Suite → Settings → Security Centre. In India, a GST certificate or a certificate of incorporation is the usual choice.
Tips that avoid a rejection:
- Use the exact legal name on your document. "Sharma Traders" and "Sharma Trading Co." count as different businesses.
- Make sure the address on the document matches the one you enter.
- Use a website or email domain that matches the business, if you have one.
Route 2: Have your partner verify you
If a Meta partner onboarded your business, Meta's documentation allows the partner to verify the business on your behalf. Ask your provider whether they offer this.
Route 3: Send 2,000 good-quality messages in 30 days
You can also earn 2,000 without verification. Send 2,000 delivered messages outside customer service windows to unique customers within a moving 30-day period, using templates customers react well to. At 250 a day that takes about eight days of steady sending.
Then Meta checks your quality
Whichever route you take, Meta reviews your message quality before it raises the limit. If it's approved, your limit goes to 2,000 immediately. If your recent messages have drawn blocks and reports, the increase can be held back. Fixing your quality (see below) is then the way forward, not resubmitting documents.
How to scale from 2,000 to 10,000, 100,000 and unlimited
Above 2,000, there's no form to fill in. Meta raises your limit automatically, one tier at a time, when two things are both true:
- Your messages are high quality across all your numbers and templates.
- In the last 7 days, you've used at least half your current limit.
When both are met, Meta raises your portfolio's limit by one tier within 6 hours.
The second condition is the one people miss. If your limit is 2,000 and you send campaigns to 300 people a week, Meta has no reason to give you 10,000. You grow by using what you have. That doesn't mean blasting your whole list to force an upgrade. Send to engaged customers regularly, and widen your audience as your limit grows.
What does "good quality" mean?
Meta rates each number's quality from how customers react to your messages. Blocks and reports are the strongest negative signals. Customers block and report businesses when messages are unexpected, irrelevant or too frequent.
Two things changed in October 2025 that are worth knowing:
- A drop in quality no longer lowers your limit. Meta stopped downgrading limits when quality falls, and removed the old "Flagged" status.
- Low quality still stops you climbing. Automatic scaling needs high-quality messages, and Meta can pause individual templates that customers keep blocking.
How to keep quality high:
- Message only people who opted in to hear from you on WhatsApp.
- Segment your campaigns by tag or list, so each message is relevant to the people who get it.
- Give people an easy way out. A clear "Reply STOP to unsubscribe" turns someone who would have blocked you into a quiet opt-out.
- Use the right template category. Order and payment updates belong in utility templates, not marketing ones.
- Space out marketing messages. Daily promotions are the fastest way to collect blocks.
- Start with your warmest customers when your number is new: people who bought recently or messaged you first.
Our free template checker flags common problems before you submit a template to Meta.
Common reasons your limit isn't going up
| What you see | Likely reason | What to do |
|---|---|---|
| Stuck at 250 after verifying | Verification still under review, or quality held the increase back | Check Security Centre for status; review recent template feedback |
| Verification rejected | Name or address doesn't match the document exactly | Resubmit with a document that matches what you entered |
| Stuck at 2,000 for weeks | Not using half the limit in a 7-day period | Send to engaged segments regularly, not one big blast a month |
| Stuck at any tier | Customers blocking or reporting your messages | Tighten targeting, cut frequency, add an opt-out line |
| A new number shows a low limit | It shares the portfolio's limit | Check the portfolio's limit, not just the number's |
Messages that don't use your limit
Some conversations never touch the daily limit, which is useful when you're stuck at 250:
- Replies to customers who message you first. Their message opens a 24-hour service window.
- Click-to-WhatsApp ads. Someone who taps your Facebook or Instagram ad starts the chat themselves, so your replies go inside a service window.
- Click-to-chat links and QR codes. Put a WhatsApp link on your website, bills and packaging, and customers come to you.
The more customers start conversations with you, the less the limit gets in your way.
How Mywa helps you stay within your limit and grow it
- See your limit and usage live. Mywa's WhatsApp settings show your current daily limit, how many unique customers you've messaged in the last 24 hours, the share of the limit you've used and your number's quality rating.
- Target campaigns properly. Bulk campaigns go to a list or tags you choose, and contacts who opted out are skipped automatically.
- Handle opt-outs for you. A built-in automation opts out anyone who replies STOP and opts them back in when they reply START.
- Reply fast inside the free window. Replies to customers who write first land in a shared team inbox, where they don't count toward the limit.
Once your limit is up, the next challenge is replying to everyone it brings in. Our guide to WhatsApp automation for business covers answering, qualifying and following up without adding staff.
The bottom line
To increase your WhatsApp messaging limit from 250 to 2,000, either verify your business with Meta or send 2,000 good-quality messages in 30 days. After that, the limit grows on its own: keep quality high and use at least half your limit each week, and Meta moves you up a tier within 6 hours of qualifying. Verification gets you started, and quality and steady use keep you growing.
